The years 1982–89 saw extensive controversy over YTS within the UK trade union movement over the desirability of the regulatory strategy advocated by the TUC. The TUC advocated conditional acceptance of YTS, urging trade unionists to encourage takeup of the scheme in unionised workplaces, subject to negotiated safeguards concerning extent and usage.
