Espouses the “Head Start” programme in the USA, which serves low‐income children and families through a network (in 1995) of 2,112 agencies. Shows how the Head Start programme has helped as a training guide for staff and parents on key elements of quality and quality services. Sums up that the implementation of changes to improve Head Start programme standards will be a difficult, but worthwhile, operation, as they will provide solutions to most problems.
