Current interest in the problems that confront teenagers in the labour market has been stimulated by the high and increasing unemployment of this group during the present decade. Although increasing unemployment rates for teenagers are not purely recent phenomena, there remains considerable disagreement over the causes of the observed behaviour. There is broad agreement, however, on the essential elements that characterise the problem.
