For more than 30 years the highly respected International Institute for Strategic Studies (IISS) has been compiling its Strategic Survey, which is, in effect, a series of discursive essays on the major political problems of the world and its regions. The present issue covers events from May 2005 (the re‐election of a Labour government in the UK) to May 2006 (the independence of Montenegro).

The first two chapters describe issues significant to the world as a whole. The complexities of these might be symbolised by the first sentence: “The Persian Gulf dominated international affairs in the year to mid‐2006”....
