This paper aims to provide insight into public management challenges faced in European Community. Specifically, the necessary incorporation of collaborative processes in urban management for social innovation and the adoption of an Open Innovation Orientation to develop a collaborative culture. Therefore, it will try to explain what the essential determinants are for its implementation and, furthermore, attempt to provide an assessment tool to analyze the effect of the Open Innovation Orientation on the Urban Social Innovation Capacity.
A qualitative study based on informal consultation and a quantitative study applying PLS-SEM analysis to a survey with a sample of 93 urban social innovation managers in Eurocities confirmed a direct positive effect of Open Innovation Orientation on Urban Social Innovation Capacity.
Findings corroborate the importance of a collaborative culture adoption to foster Urban Social Innovation Capacity.
This paper addresses the dynamics of collaboration in cities under the resource-based theory, providing a theoretical framework for this research stream and contributing to update this classic theory. In addition, this study provides implications for urban managers to understand the meaning of an open organizational culture to strengthen the determinants for open innovation in urban context, also offering valid and reliable measurement instruments for Urban Social Innovation Capacity and Open Innovation Orientation as operationalizing quantitative variables.
