IN a memorandum which was presented to the Minister of Aviation in July the S.B.A.C. outlined the steps which should now be taken to ensure the effectiveness and strength of the industry in the future and to put into effect the Government's declared intention, made in the course of the debate on the Plowden Report, that this country should have a substantial aircraft industry in both the military and civil fields.
