Discussion on Papers 7 and 8

I believe Papers 7 and 8 complement each other and supplement some of the preceding papers. Both stress the importance of involving the local community and its technologists, and for foreign consultants to integrate with their local counterparts.

I am not as sanguine as Mr Howarth regarding a readiness to raise water tariffs. Also, I wonder how the social benefits of water and sewage projects may be quantified so that such projects can be fairly compared with the various nonwater schemes with which they have to compete for the same limited funds.
