The Environment Agency already has an important role in promoting reservoir safety as the enforcement authority for the Reservoirs Act 1975 in England and Wales. In 2005 Defra commissioned research into post-incident reporting for UK dams. As a result the Environment Agency worked with Halcrow Group Ltd and the Building Research Establishment (BRE) to develop a system of incident reporting and investigation. This new role for the Environment Agency commenced in January 2007.
