In his general introduction on the Seminar the Chairman of the

Organising Committee, Mr. M. W. Leonard, stressed that the meeting was

not a Conference but a Seminar and that its prime purpose was to get

delegates talking, exchanging views, requesting information, telling of

their failures and successes. To achieve this, seven general introduc

tory papers were circulated and the author of each presented a short

comment on it to stimulate discussion. This discussion was further added

to by three panel members who covered specific topics of the 284 regis

tered delegates, about 20 per cent were from overseas, and as the sessions
