Introduction
Coastal areas are subject to competing and sometimes conflicting land use claims: they are
increasingly seen as attractive areas to live, work, retire and recreate as well as being
important to the economy and natural environment. However coastal areas are subject to
environmental and climatic change, particularly sea level rise and an increase in coastal
erosion. The dynamic nature of coastal areas presents decision makers with particular
challenges for sustainable development.
Along the Lincolnshire Coast this challenge was highlighted during the review of the East
Midlands Regional Spatial Strategy (GOEM 2005) by the Planning Inspectorate in 2007. As a
