Introduction

This paper outlines the challenges faced when trying to develop an erosion risk management

scheme that does not meet traditional expectations. The challenges faced have included:

• Non-standard design

• Uncertain funding sources

• Unusual approval requirements

• Need for long term adaptation

This scheme pushes the boundaries of the traditional institutional frameworks in England, and

yet is likely to be just an early traveller on the highway to more innovative ways of providing

flood and coastal erosion risk management schemes in the face of diminishing public funds.
