Context

Coastal strategies have previously followed a standard format; they identified and

discussed the problem, developed options to solve the problem and assessed options

for a solution that best fits the technical, environmental, social and economic criteria.

In 2007 the European Flood Directive was enforced to assess, map and reduce flood

risk, coordinate with the Water Framework Directive and encourage public

involvement. In the United Kingdom, this Directive and The Pitt Review, reviewing

lessons learnt from the summer 2007 floods, led the development of the 2010 Flood

and Water Management Act specifying risk management of flood and coastal erosion.
