SYNOPSIS. Training is but one cxanponent of manpower based solutions to corporate and developmental issues. To understand how and when training can be effective is a skill which requires cognizance of cultural, environmental, economic, trading patterns, and demographic issues. How these factors relate in development terms and how best to encourage local institutional developments are the issues to address.
The role of training and education in developing situations is often confused or treated as a simplistic solution based fomula which will solve a multitude of manpower and organisational problems. There is an every growing trend to treat training in an isolated fashion without fully realising the interrelated components which make the complete picture.
