SYNOPSIS. It is not likely that a single one-day meeting could change the course of history for developing countries. Yet an article appearing in the TIMES of October 2, 2011, marking the 25th anniversary of this conference on third world transport, will enumerate the many surprising events that followed from the 1986 meeting of the I.C.E. Among them will be the establishment of the UNfs World Transport Centre in London, the user tax on internationally traded oil to finance transportation grants for poor countries, and the combining of urban design with transport and communications to upgrade third world cities and stimulate economic growth.
