The assessment of sustainable maintenance as a dependent construct for this current study combined both objective and subjective constructs (independent constructs). The variables were identified from maintenance models and frameworks in developing and developed economies. The four constructs that were considered key in determining sustainable maintenance for government office buildings in emerging economies include BMP, RMS, MEC and CPI. In the reviewed maintenance models, the policy was considered fundamental in the execution of maintenance operations by Pintelon and Gelders (1992), Kelly and Harris (1978), Kelly (1984, 1989), Campbell (1998), Pintelon et al. (1999), Wordsworth (2001) and Waeyenbergh and Pintelon (2002). Jones and Sharp (2007), Márquez et al. (2009), Naughton and Tiernan (2012), López-Campos and Márquez (2010) and Lee and Scott (2009b) further emphasised the importance of policy in the maintenance of built assets, indicating that without a clearly defined policy on the execution of maintenance tasks and control, assets continue to deteriorate and fail in a manner that is detrimental to the business function. Pintelon and Gelders (1992) contemplate the importance of policy in the organisation and its alignment to business strategy. It can thus be concluded that policy as a sustainable maintenance strategy has a meaningful role towards the conservation and performance of government buildings now and in the future.
