Purpose

The internet fragmentation has transitioned from a conceptual risk to a critical operational governance crisis. In the Black Sea region, this shift is accelerated by war, sanctions and competing models of digital sovereignty. This study aims to provide a novel instrument to translate these geopolitical pressures into assessable organizational variables. By treating software development as a methodological necessity, the study enables companies to maintain an adaptive posture amidst intensifying digital divergence.

Design/methodology/approach

The paper introduces a dual-layer architecture: the RCA (resilience-compliance-adaptability) governance model and the RAITM (regulatory intelligence, alignment, implementation, training, monitoring) operational lifecycle. Following a literature review on fragmentation and a case study of the Black Sea region, the methodology maps country-level mandates into standardized “Compliance Components.” The research made it explicit through the presentation of software architecture and a pseudocode representation designed for reproducibility.

Findings

The study finds that RAITM successfully operationalized legal and institutional fragmentation through RCA-centered assessment model. The research also, together with the policy design and technology approach, provides a mathematical model for technical fragmentation. The findings suggest that “smart-system” capabilities are essential for predictive monitoring and real-time dashboard intelligence in high-volatility environments.

Originality/value

This research offers a novel methodological bridge between fragmentation studies and governance. Its primary value lies in situating the “new reality” of geopolitical conflict within a reproducible research. By integrating theoretical and practical approaches, it provides a strategic roadmap for connecting legal assessment with intelligent decision support and fragmentation modelling.
