WE ARE coming to recognise that the past fifty years have been years of neglect in many aspects of our national endeavour: we have neglected to invest in roads, in houses, in factories and office buildings and, most important of all, we have neglected to invest adequately in education. Yet no‐one can deny that, at this moment, reform has got us by the ears, tweaking us into a reluctant and unaccustomed activity. In no field is this more true than in the combined field of education and employment.
