Significance
Under international pressure, Bosnian Serb President Milorad Dodik has avoided holding a referendum that he initiated in 2015 on whether the Court of Bosnia-Hercegovina (BiH) has jurisdiction in the Serb-dominated entity Republika Srpska (RS). However, his political opponents have forced his hand and he has until November 19 either to hold the referendum or abandon it.
Impacts
Whether the referendum goes ahead could determine developments in both RS and BiH as a whole.
The Catalan independence question will be used to justify Bosnian Serb separatism.
A recent parliamentary resolution proclaiming RS’s “military neutrality” will be an easy ‘win’ for Dodik, as NATO membership is stalled.
