Significance

The Senate passed the resolution with 54 votes in favour to 46 against on March 13. The resolution is the first time that Congress has invoked the War Powers Act of 1973, originally designed to limit presidential war-making powers after the Johnson (1963-69) and Nixon (1969-74) administrations escalated the war in Vietnam.

Impacts

Bipartisan congressional pressure will grow on the administration to be more critical of the Saudi leadership.

Congress will likely also pressure the administration to do more to alleviate the humanitarian crisis in Yemen.

Congress, citing national security risks, will also resist Trump's plans to withdraw troops from Syria and Afghanistan.
