Significance
The costs of Russia's war in Ukraine in terms of political isolation and economic damage are high, but the Kremlin has no intention of shifting course. Russian diplomacy now consists of attacking perceived adversaries and persuading other states -- and the Russian population -- that the country is defending its legitimate interests.
