Significance
Donors have over the past year sharply cut humanitarian assistance to Syrians both inside and outside the country, citing funding shortfalls and record levels of global need. Food assistance within Syria itself ended completely in January 2024.
Impacts
The worsening of concurrent crises in Ukraine, Sudan and Gaza will result in further budget cuts for Syrians.
An increased reliance on non-Western donors, such as Turkey, could disadvantage certain Syrian populations, notably Kurds in the north-east.
Pressure may rise in Jordan for a more activist policy to reduce Syrian refugee numbers, in line with Lebanon and Turkey.
