Significance
Tensions in New Caledonia, which France also blames on Russia, add to bilateral tensions that arose following Baku’s recapture of Nagorno-Karabakh and Paris’s subsequent strong support for Yerevan. Baku has moved closer to Russia since 2020 while its relations with the collective West have turned more tense.
Impacts
Baku will seek to undermine Paris across all its overseas territories through information operations.
Despite the death of Iranian President Ebrahim Raisi, the rapprochement between Baku and Tehran will continue.
Azerbaijan will seek to strengthen relations with China, especially in the sphere of green energy.
