My counterproposals to the consultative document were first presented in our April issue, although they had formed the subject of several addresses I had given at public meetings from 1st February onwards. My proposals, in summary form, are set out below. They rest on the contention that, under the old system and also under the new system as proposed in the consultative document, there are no satisfactory means of determining the objectives of the training boards. This was argued in some detail in our April issue. The primary purpose of my proposals is to see that some system is created which can bring about objective‐setting for the ITBs and, in turn, can facilitate some form of performance‐appraisal and establish the principle of social accountability of the ITBs.
