The 10 year plan for education: A critical appraisal

Planning five years ahead is a hazardous exercise in education. The White Paper — A Framework for Expansion — CMND 5174, takes a decade as the perspective. But it hedges much of its planning by saying there is room for flexibility and many points still remain for decision (Para 8). As the paper points out, resources are limited but the appropriate direction of their use is broadly drawn. How economically and effectively they are used is the vital issue.
