The central argument of this article is that institutional capacity building in sub‐Saharan Africa in the 1990s must be related simultaneously to the issues of both economic development and of governance. The importance of institutions that are undergirded by democratic values, especially electoral legitimacy and the rule of law,is stressed. Possible strategies for developing and/or strengthening capacity for policy analysis and management are discussed.
