This study aims to build an instrument to assess and measure the types of waste in higher education institutions (HEIs).
Three sequential procedures were performed. First, the authors conducted a focus group with six managers from an HEI in southern Brazil. Second, they conducted six interviews with professors with experience in the studied subject. Third, they conducted two Delphi rounds to improve and refine the instrument with 22 experts from Brazil and other countries.
From the interviews and the focus group, an initial instrument composed of 83 waste items was obtained. After the two Delphi rounds, a refined instrument with 60 items divided into nine waste categories (the seven classic types of waste, waste of knowledge and bureaucracy) was obtained.
This study will provide validation of a clear and structured instrument to assess the types of waste in HEIs. Such an instrument helps managers identify, select and prioritize the types of waste that may offer opportunities for rapid improvement in both academic and administrative activities. Thus, the culture of waste reduction is easily disseminated among people and assists in pursuing operational excellence.
