The US$ 20 billion Hong Kong Airport Core Programme is one of the largest infrastructure developments in the world. In addition to a brand new airport on reclaimed land capable of handling up to 87 million passengers and 9 Mt of cargo a year, it includes a highly complex 34 km road and rail link to the Central district of Hong Kong and a variety of associated development schemes. Completed on time and to budget despite a background of economic and political upheaval, the project serves as a role model for major public sector infrastructure projects and is a testament to Sino-British co-operation.
