When construction work started on the Jubilee Line Extension in late 1993, it was due to take 53 months to build and cost £2.1 billion. However, the complexities of building an underground railway through London, coupled with changes in the political, financial and regulatory environment, contributed to 20 months delay and a cost over-run of more than £1 billion. Nevertheless, the project has set new standards for safety, environmental management and quality. Not a single life was lost in its construction, the work caused amazingly little disruption to Londoners and the design and construction quality of the completed scheme has set a new world benchmark. This paper describes how the project was managed, from the Hong Kong Mass Transit-inspired planning and design team of 1990 to the Bechtel-sourced commissioning team of the last year.
