PLANNING THE JUBILEE LINE EXTENSION.

Completion in 1999 of the £3 billion plus, 16 km extension to the Jubilee Line railway in central London will be the culmination of over 50 years of strategic transport planning. An underground railway heading east from Westminster was first proposed in 1943, but it was not until die mid 1960s that plans for the Fleet Line to New Cross were finalized. However, shortly after it reached Charing Cross in 1979—and got renamed the Jubilee Line along the way—the unexpected proposals to create 150 000 new jobs in London's Docklands and the offer of private funding led to a change of plan. This paper describes the complex and continually evolving planning processes that led to creation of one of the world's most sophisticated urban transport systems.
