Throughout the 1970s, far reaching changes were introduced in public schools in Victoria. These changes fundamentally altered the relationships between students, teachers, parents, principals, and the Education Department. In particular, changes to the role and composition of school councils affected significantly the nature of school governance and highlighted the urgent need for training for both current and future principals.
