A plan for Cardiff docklands was announced at the end of 1986 by the Secretary of State for Wales, the Rt Hon Nicholas Edwards, MP. It is proposed that a Cardiff Bay Development Corporation be set up to stimulate and control the regeneration of the area, and carry forward the engineering and financial planning of a barrage between Penarth Head and the Queen Alexandra Dock, creating a lake which will extend up the Taff and Ely rivers to the city centre.
