Wally Rubin receives prestigious IPC award

Dr Wallace Rubin received the IPC Distinguished Committee Service Award for his contribution to J-STD-004, -005 and 006 (Plate 4). These specifications were modelled around those initiated by an IIV committee of which he was the chairman. The work continued under the auspices of the ISO, where among the principle participants were Reinart Klein-Wassink (Netherlands), Jurgen Gamalski(Germany), Jacques Barranger (France) and Bill Kenyon (USA). The work was then accelerated by the II'C, who, under the overall direction of Bill Kenyon,developed it into American National Standards. Wally was the chairman of -004,vice chairman of -005, committee member of -006 and overall the European (ISO)adviser.

"The work goes back to the time when I was the Technical Director of Multicore. Among the many benefits of the outcome, the specifications opened up the formulations of fluxes which, until then, were governed by composition requirements, rather than by functional requirements, thereby assisting the development speed of no-clean flux technology, of which Multicore became a prime mover."

Wally retired from Multicore in 1993 (at the age of 70). Since then he has kept close touch with the progress in soldering technology and acted as an international consultant which has kept him well occupied. The presentation was made by Dr Chris Hunt, of The National Physical Laboratory, on behalf of IPC, at the NPL-SSTC conference held at Kempton Park Racecourse on 25 May.
