To fight against the disparities that weaken the European Union, it is necessary to transform it into an Organized Trade Area (OTA), in the words of François Perroux and Maurice Allais. An OTA brings together states with the same culture, with comparable levels of economic and social development, with a common project that they decide to implement in a concerted and flexible manner. The OTA project is imperative for a Union that wants to be a force of proposition in world regulation
