Significance
The vote confirms the criminalisation of same-sex sexual activities, and expands the range of proscribed behaviour, including merely identifying as homosexual, while strengthening the punishment for certain offences, up to and including the death penalty. Consequently, the bill has produced a major international outcry.
Impacts
MPs have denounced Western activism against the bill, but Western activists are also major funders of Ugandan anti-homosexuality campaigns.
Junior MPs may be mindful of the fact that the authors of previous anti-homosexuality bills saw their careers take off thereafter.
Whether or not the bill stands, the homophobic sentiment it has stirred may produce attacks against LGBT persons and groups.
