The Secretary of State for Social Services, with the consent of the Treasury, in exercise of his powers under section 2 of the Industrial Injuries and Diseases (Old Cases) Act 1967, as amended by section 11(1) of the National Insurance Act 1971, and of all other powers enabling him in that behalf, hereby makes, in consequence of the said Act of 1971, the following Scheme:—
